Unit unable to retire

Can someone please tell me why my unit cannot retire in the picture below?

The only reason I can think of is if they already used their "free" 45 degree turn. Fall packs are not permitted after any other move or turn.

No they had moved directly forward in the previous turn to pin the 2 cavalry units to their left. The unit to the right to the one in question cannot move back either. I'll check next turn and see if it is still the same.

They were both able to move to their rear in their next turn.
