What do Black arrows from Supply ship mean and..

Why can't I deploy a reserve infantry unit here - there is enough Supply for this area, I have loads of CPs

Black arrows mean ships close to the coast provide supply.
And you can only deploy units around dedicated deployment hexes / cities.

And the towns need a flag to provide deployment.
