Merging stacks within cities - I am too stupid to do it

In a besieged city I have to stacks of units which I would like to merge. I click on the stack without the general, make sure that all units are highlighted and click on merge. Then I tried left clicking on the tab of the stack with general - nothing happens. Then I try with a right click, again nothing happens. What am I missing? With the old engine it all worked with drag and drop, that worked intuitively.

With the latest patch, you can no longer merge permanent forces and the temporary forces of your (mostly) urban militia garrison.

Indeed, that "Merge" button should be disabled for garrisons. It also confused me at first until I figured it out.
