I think RBS explained at some point that there are no cohesion checks for blocked push-backs because in some wargames such mechanic was exploited by preventing the enemy units from falling back by light units. It is a difficult subject because there are some historical examples where excessively deep formations have been used to prevent infantry from being pushed back (e.g. Hoplite warfare) but also examples where too deep and packed formation has resulted in units losing their fighting ability (e.g. Watling Street).
