I am playing as Carthage and am besieging on Sicily>after ever turn it comes and says it will take 6 turns to fall.But the # of turns to fail never changes.So what is going on?

basically you are making no progress, also if I recall the message is an indicator of the relative power and a rough indicator of time?

Have you blockaded the port? Otherwise you are probably reliant on the extreme results in the siege mechanics:
