Harsh weather

I know harsh weather prevents movement into certain types of regions. Is it also suppose to reduce troop effectiveness when moving? If so, should troop effectiveness be reduced in all terrain types if moving during harsh weather or only in certain types of terrain?

No it does not that, from memory. This must come from another source. Did you retaliate (you lose 1 effectiveness upon order completion)
