Re Wuhan - IIRC the supply is intended to indicate logistic probs. However, -1 has not really much of an impact.
Re mines IIRC in Morning Sun we used non-neutral mines a couple times, back then there was some back and forth about the best way to set them up.

The off-map Supply in Nanning is usually a sign that the map has been resized to a smaller size by not removing before the old Supply position.

You can help the AI if you use faction mines.
The AI units may then move across its own minefields like they had minefield maps.
Could be used for AI defense scenarios.

It has become the quasi-standard over time, but it's not like it *has* to be like that to 100%
