Temple of Solomon...How do you upgrade it?

I am having a great time with my game as Judea. But I cannot figure out how to upgrade the level of the Temple of Solomon.

I have a synagogue in my capital, which, like the temple of Solomon, is in Judea.

I have a Zealot barracks in that same capital.

Early in the game, i activated the event that allows the Temple of Solomon to be upgraded.

I am a Theocracy, which is a level three government, and I control all of Palestina, Nabatea, Phoenicia, Syria, and most of the Sinai.

Despite all of this, the option to upgrade the temple never appears in the building choices, and no events appear that enable me to start the actual upgrading.

I cannot find the option to upgrade the Temple of Solomon anywhere else.

Does anyone know how to initiate the actual upgrading?

The upgrades are Tier III Culture structures, so you do also need 6 purple buildings present; ie, the Temple, capital, your Synagogue and 3 other Culture structures.

You also need a level 2 road in Jerusalem.

I do have six purple buildings in Judea. The temple, my capital, a synagogue, an ampitheater, a monument, and a provincial capital. That would seem to fulfill the requirement, yet the level three improvements to the temple still never come up.

However, i see from the second response that I also need a level two road in Judea, which I do not have.

You also need a level 2 road in Jerusalem.

This explains why just having the six purple buildings is not enough. I do not have a level two road in Jerusalem.
