Cannot complete Ork Quest chain

It is impossible to complete the Ork quest chain due to the third quest "entry way" spawning right next to an existing city. The quest requires a new city to be founded within three (3) hexes of the entry. If the entry spawns within an existing city radius it is impossible to finish the chain. I am not going to upload any file data because these are just self-evident consequences of your game's rules.
