In the army list it says you must have 12-44 Legionaries (superior).

You can then upgrade or downgrade 0-18 Legionaries.

Does this mean you can buy 12 legionaries (superior) then upgrade or downgrade them(meaning you would have no Legionaries (superior) in your list, or do you have to have at least 12 Legionaries (superior) in your list and then what ever extra upgraded or downgraded you want.

You must take at least 12 Legionaries. You can upgrade or downgrade as many as you like, as long as no more than 18 are "Veteran", no more than 18 are "Slack", and no more than 18 are "Raw". You cannot exceed 44 legionaries total.

Yes, what Gozerius said. To make it clearer:
you can have 12 Legionaries. You can make them Raw (poor), Slack (Average), Standard (Superior), or Veteran (Elite).

After that, you can have up to a total of 44 (32 more) Legionaries, but only 6 (up to 18) can be OTHER than 'Superior'.

You have a lot of flexibility with the LRR legionaries as a result--I lean toward sticking with superior, but you have choices.

Considering the opponents I've faced, more units of average works better than less units of superior

But what does a poor javelinmen know, to disagree with a Nobleman :lol:
