[BUG REPORT} Palace Library disappears on completion

I was building a Palace Library in Pontus. I got to the point where it sid 1 turn to completion. After hitting End Turn, i did not get any building complete notification. And looking at the region, there is no Palace Library in the Culture row. Fix for this?

Hi,
I got your saved game from Support. Took me a few mn to find the issue! The reason is that you are down to 5 culture buildings (voluntary disband or a bad event) and so the building became illegal.

Ok, I went back a few turns and saw that I had a Abandoned Palace which was making the 6th Culture building. I had the Abandoned Place from switching Kingdom->Empire. It is not someone elses Palace because that is my original region.

So I'll make a feature request
a) Kingly Palace should just upgrade to Emperor on switch, not leave an Abandoned Palace lying around
b) The game should alert the user when something becomes illegal, instead of silently letting the user waste all that construction This is really quite frustrating
