[BUG] No Pop Growth

Playing Ptolemy. My capital has been saying "Pop Growth in 1 Turn" for several turns now. It won't move past pop 14.
The Food need to grow is 288.
Current Stockpile is 282.
Surplus Food production is _56

There is a decision where food is given to the army, it lasts 6 turns. Do you remember using it?

No, did not make any decision like that. If anything, i would have decided to give food to the people, if that was an option.
