Rebuilding world wonders

So I have conquered the Hanging Gardens of Babylon and the Tower of Babel. Both say it might be possible to rebuild these crumbling structures. Any hints as to how to achieve this?

They are Tier III Culture options IIRC ... so 6 purple buildings then wait for rng to smile on you.

Rng is so annoying. I would love if they put wonders apart with a division say a province is ready to build a wonder. A put a lot of provinces on auto.
