Legacy Score or Position Rank

With no 2 games ever playing the same (great), I was wondering what the opinions were of the following question.
What is the greater achievement, attaining a high Legacy Score or where your civ finishes in the rankings?

I get that at the end of the game the highest Legacy Score is the deciding factor per the victor; but in comparing different games played...is finishing 10th in Legacy Points a better achievement then finishing 3rd with a lower Legacy Score?
