Marian and Imperial reforms too early ?

I'm playing as Rome and I got Marian reforms after ca. 50 turns. I didn't even had time to enjoy playing with those new armies, when Imperial Reforms happened around turn 100. Isn't it too early ? It's a bit odd to watch those legonaries wearing lorica segmentata
fighting with etruscan hoplites. Also, Etruria reappearing somewhere behind Alps, after being wiped out from Italy 50 years ago, is not too historical. IMO those are some of the features of the game that need some rework.
