Inexplicable Rostov Defeat

For some reason, the game doesn't seem to recognize that the entirety of Rostov is in Soviet hands and there isn't a German unit in sight, so it's basically stalled out my campaign by declaring that I've lost. I even removed the mines to see if that was causing the issue, but it didn't change anything. Any assistance?
