Rhodus: Leader Pool Problem??

Am playing Rhodus. My national traits say I should have +2 leaders in my pool. But for the entire game so far, I've never even had one extra. Is this some sort of glitch?

Thought maybe it was my leader, but no. And, as I have said, it has been the entire game.

They are already appointed, that's why you don't see extras. Check the leader screen in the ledger to see where they are.
