Legacy from Culture?

the manual says Legacy is gained from:
"- Having regions with over 2,500 culture points per turn;
- Having regions with between 1,250 and 2,499 culture points per
turn;"

but when I looked at the panel for my country it said this:

you get 2 points of legacy for 2,500 culture or 1 point of legacy for 1,000- 2499 points of culture. There was an earlier post (I think it was on the beta forum) where it was suggested that having above 3,000 points of culture (or something like that) got you something but I guess that must have been wrong?
I suppose that having more than 2,500 culture is only useful for fighting decadence?

The nearest rival currently has about 6,000 legacy so at the current rate it will take about 14-15 turns to get triple that score and win the game, assuming their legacy doesn't increase much during that time

Somewhere in the late patches >2500 became >=2500? Or is there something else?

there is no info in manual how much you gain from this regions
also i read "Having regions with over 2,500 culture points per turn" like that you need 2,5k culture per turn, not accumulated

generally section 8 in manual have so many typos/inaccuracies

8.2.1. Gaining Legacy
Legacy is gained from:
ww Having regions with over 2,500 culture points per turn;
ww Having regions with between 1,250 and 2,499 culture points per
turn;

But when you look at the screen, it's 1000+. Just a number that needs changing in the manual and the wording about at least 2 500.

we won't be redoing the manual as such, we are exploring how to put up a living manual with corrections/patch updates etc. I'll add this one to the next version.
