Does having a client state increase decadence? I couldn't find in the manual that it does, but maybe it is more subtle than I thought.

By the way, playing as Rome on Balanced, I just moved into a Decadent Empire mode and boom! Lots of usurpers. When this happened last night I almost rage quit, but today I see it as an interesting challenge. So count me in as liking the concept of Decadence :D

re CS, no, it shouldn't - you don't control the regions. If you can set these up on your borders and feed them cash (that they can use), they can protect an entire flank at virtually no cost to you.
