Repressing the peasants

1. What are the best troops to use to control unrest/ prevent rebellions? Obviously some have higher maintenance costs but do some repress the peasants better than others?
2. is it better to have troops inside a (fortified) town or outside it if a rebellion occurs?
2(a) If you have troops in the region already when it rebels, In some circumstances you lose the region then get it back again while in others maybe you don't lose the region at all?
4. What is the ratio used to determine how many troops you need to keep the @$%! peasants repressed? So how many combat points produce how much repression/ revolt risk reduction?

1 I use 'armies' of skirmishers and MI, if I think it might also have to fight a real siege, I'll add a few HI.
2 Inside, that way they don't get stomped if an enemy army comes in. I've lost battles with this sort of set up despite notionally having a lot of Combat Power as its a pretty rubbish set up for field battles
2a Something of a mystery, think it may change in 1.3, so I'd go with inside the city
4 Not sure, I do it incrementally, build say 10 units, look at the effect, work out the gap, build the rest.
