Can't create Companions/ Silver shields with Macedon

Great game and much enjoying the synergies with FoG II !

In my current game I have formed an empire for a long time as Macedon and seem to have the proper buildings in place, but I cannot recruit Companions or Silver Shield phalanx. In fact, the option is non-existent in Macedon-proper province and "greyed-out" in random other provinces. At first I thought I also had to build an Agora (the game is unfortunately not so transparent in various pre-requisites for stuff), but now I think that there is no such building for a monarchy.

Is this a bug or am I still missing something? (forum does not allow me to upload save game due to invalid file extension)

you must have one silver and one companion from start
you can recruit new only if you lost previos
only antigonos can recruit more than one

Thank you for the reply. At least now I can stop babysitting my initial units, as they can be replaced.
