I have slaves with unrest 8, citizens with unrest 5, and down to 2.
Does this change as the game progresses? Does that citizen go from 2 to 3 to eventually 6?
Can this somehow be decreased, or once at 6 always at 6?

There are 3 slightly different rules, all set out in the manual.
Non ethnic citizens have a fixed loyalty value. Slaves have this + the slave modifier. Your own ethnic group varies - see table in manual

Thanks for the reply! I'd been through that section, but reading it again, it's clear that no, you can't change it. (Unless your own, maybe, and your pop. dropped?)

The unrest cannot be decreased through buildings or some other way that's in control of the player. I know there's a decision that permanently increases the unrest of populations, so maybe there's one that decreases it?

Only for slaves, through one of the option of the Slave Status Law decision.

Although this time through as Lusitania:
-I just nabbed 4 regions, made my initial province, and didn't expand from there for a long time. It made a world of difference. I made it to the top tier of CDR! And, I was careful to not continue fighting, so I had almost no slaves.

I am still not sure if I understand the unrest logic completely.
So, if I am non-hellenic and conquer a region with 8 Hellenic population, unrest will be 8*2=16.
My own culture province would have at 8 pop 4*2+4*3=20. For pop 16 it is already 32 vs 50?
That means, it would be better to not convert them to my culture? Or does the conversion bring other benefits?
(Of course it is different for unrest 4-6 cultures)

Your national citizens are much more productive. But that's true that for big regions only, national citizens will have more unrest than others.

Thanks, now it is clear. I forgot the productivity aspect.
It is an interesting trade-off and makes certain regions an attractive target for everyone.
