How do I upgrade the Solomon Temple?

How do I upgrade the Solomon Temple?

I'm on turn 170 of a Judea game, am in a golden age, and have not gotten any "upgrade the Temple" decisions since turn 20.

Is it just a rare decision, am I just really unlucky, or am I missing something?

I checked the "STRUCTURES.CSV" file, and the only requirement I see for upgrading it past the first level is that the region must have a Tier 2 Road.
