Newly created units not placed in region created

I've noticed that when I create new units in one city/region military unit queue, they show up next turn - but in a different region than the one I created them. Sometimes they show-up piecemeal in multiple regions. This includes land and naval units.

Is this by design? Then somehow I have to coordinate a rendevous point to get them all together where I originally intended. Somehow, doesn't seem right.

Adding an after thought..., could it have something to do with the region/provence setting? If the regions are combimbed into a provence, could it be new units created in one of the region queues causes the new units to be dispersed throught the provence and not in just the region they were created. Is that possibly the reason?

If you recruit units in a region which is a part of a province, the units will be recruited in the province capital regardless of where you queue them up. The only exception is if the province capital doesn't have shipbuilding facilities but another region in the province does, then naval units will be built elsewhere. I don't know of anything that would cause units to show up dispersed, though.
