Army not retreating after losing?

Had an odd occurrence in my SP campaign as Rome, don’t know if it was intentional or a bug.

The Bohemians declared war on me, and since their one region is in a province I would like to form I’ve tried conquering it. Problem is, with their defensive forest bonuses, their 1-2 leader, and my alarming lack of generals who are competent in the attack, they’ve thrown back every army I send at them. Even with Alae and Italian foot and good skirmisher support, their 3 rolls to my 1 combined with the bonus for defending a forest has been insurmountable. So third time I export to FOG2 and win a close, hard-fought victory. Import result, and it displays as a Roman victory—casualties were a bit light based on the result of the battle for both sides, but I’m expecting their army to vacate and the region to come under my control (I’m pretty sure they didn’t have a fort). Instead, another fight comes up between the same armies. I don’t have time to export again before I go to bed, so I resolve in Empires, hoping that the damage I did will be enough to swing the battle. I get two draws and then I’m defeated.

So any idea why the enemy army didn’t retreat? I think this is their only region, could it be related to that?

I am just guessing, because I lack the experience, but could it be that close victories in FoG2 are treated as draws in Empires?

As maybe FoG2 produces few draws, while Empires expects more (in closely balanced fights) in its strategic model.

In the Empires battle report when I imported it displayed as a Roman victory. If the game was interpreting it as a draw, the procedure for determining how it displays battle results should probably be updated.

They only rarely route when they only have one province left

Okay, this is exceptionally strange. Going through the turn messages, and it acknowledges that Rome won a battle in the region, and says that Rome conquered the region. And yet, here it is, not under Roman control--it didn't flip colors during the turn, either.
