Can anyone tell me... Tribal Confederation

Can I progress any higher? Or move on to a monarchy? Or am I stuck in Tribal Confederation and will just keep getting Glorious Ages. I was so hoping to move to a monarchy and then on to empire or something eventually after a long journey.

but you can use some expensive decisions to change the characteristics, say towards culture or trade

Yes, I think I have seen that. 4950 in gold. I actually have enough to take that decision. But the last time it was offered I had about 5100 in gold and decided to wait until I am up to about 7000.

Well, that's disappointing. I kept thinking once I got 5 progress tokens I'd be able to switch governments or something.

No, the next step once you have reached Civ Level III is going into golden age. Then with the bonus you get from it, you should have no problems conquering others if that's your aim.

I don't necessarily want to conquer everyone. I want a civilization that will "Stand the test of time!" Get the reference?
