Moving Slaves?

I have a Slave Market built in a region. When I go to my national screen (clicking on the symbol at the top of the map), and go into national traits, it says there I can buy and sell slaves.

I've gone through something like 10 turns (on Balanced), but I have yet to see any decision in the decisions list about slaves. Am I missing something? How do I move slaves out of my capital (which is at something like 15% loyalty)? Am I just having bad luck and the decision isn't being offered?

there are relatively few decisions in the first 10 turns, after that you get a bit less than average if you are civ level 1, more if III. So yes, luck plays a large part in how often the sell/move decision comes up.

also the more slave markets you have, the more often the decision comes up

k...thanks for the reply!!

I'm up around turn 50 or so but just had built the first slave market. I'll look to build one earlier (I've avoided them because of decadence) in my initial regions.
