I can only recruit from the province capital

Playing as Rhodus, I've gained the Creta Rhodus province and want to recruit heavy infantry and Cretan Archers from the western Cretan region (as it has Archery and Training Ground buildings which are absent in Rhodus itself). Whenever I select the recruit button though it selects Rhodus.

Am I doing something wrong, or is this functioning as intended?

Wad, but has a consequence. Only build the +exp buildings in your regional capital. The ones that unlock units can go anywhere

This is the golden advice it seems. If true, makes the whole thing more obvious about what to do.

I thought that I should have the archery trainer on Crete, where the archers come from, but actually I need it on Rhodes, because that is where they will end up being recruited.
