error by installation:could not create launcher exe

error:could not create launcher exe appears by the installation.after the installation was finished i can choose the flag and then it goes nothing more.

Version 1.6b,Windows xp home service pack 3,newest java version installed.

This sounds like your anti virus software is preventing the game from installing correctly. You may have to disable it before you install. If that does not work try downloading the file again in case it is corrupt.
