Capture of Province and no halving of decadence

I bought the game Thursday but didn't start playing around with it until Saturday morning. It is a beautiful game and unfortunately, addictive. JUST ONE MORE TURN!

Anyway, as the Cheruscii, I captured 3 of the 4 provinces of Germania Inferior. As expected my decadence values jumped up each time I captured a region. Once I had 3 of the 4 Germania Inferior regions, I formed a province. I expected to see a significant reduction in the new gain of decadence-cut by half. It didn't. 6 turns after the capture, my decadence values are still very high and I did not see the half reduction in decadence. Looking closely at the regions, I noticed 2 of the 3 are Germanic ethnicity same as the Cheruscii. The 3rd region is Celtic ethnicity. Is it possible the single region of different ethnicity is responsible for not seeing decadence drop by half? Also of the 4 regions forming the province, it appears the uncaptured 4th province may be the natural capital of the province. It had a settlement and none of the others had much of anything. Unfortunately, the Belgae captured it before I could. So is that a possible reason for the decadence staying high-not capturing the natural capital? Or possibly a bug with this particular province?

I am doing my best to increase my culture but the ratio is 147 culture to 252 decadence. This could turn into a disaster shortly if I can't find a way to raise culture or decrease decadence fast. As far as I can tell, nothing else I have done since the capture of the regions is responsible for the surge in decadence. Since that decadence increase, I have simply maintained the status quo.

So any ideas?

The bad news Jagger is that the provincial capital needs to be taken it it is owned by another faction prior to the Province being formed .....I only found that out today as well :D

Ok, I just launched a war on the Belgae and took the one missing province. So now I have the full province but I still have the massive decadence except higher-179 to 316. The capital is still located in Mosa from when I formed the province without the original capital region available. Is there anyway to move the capital now that I have all 4 regions?

Seems like this is an issue that could use some attention. If can't use the usual mechanisms to reduce decadence, then this particular campaign is probably over.

If you demolish the Governors residence it will reappear in the region with the highest culture in a couple of turns. :D

I found the governor's residence in Mosa and ordered a 3 turn demolition. Unfortunately on the very next turn, a Belgae 182 Power army appeared out of nowhere and attacked my main army in Arduenna and proceeded to kick them right out of the region. On the next turn, the Belgae finished off the job and my main army is no more. So unfortunately, I wasn't able to successfully test out that workaround but thanks for the help anyway. It was worth a try.

Hopefully, Pocus and crew has an opportunity to take a look at this issue.

I ran all the way back to Semana, collecting troops along the way and new troops built at Semana. Then with my new 230 power army, I smashed their army at Adrana and chased the remaining bits and pieces all the way back to Belgae. Now I redemolished the governers mansion at Mosa and when it is rebuilt in Arduenna, I will see if my decadence goes down.

Remember there are many parts to decadence. The penalty for taking non objective regions does not halve. It's only the penalty for holding the region (1 to 0.5). So on first capture this gain is lost in the short term conquest decadence
