the game forces me to conquer a 3rd region

In the manual says 50 %, but It's not updated. In the game you need at least the 51 % of regions. For example 5 if a natural province has 9 regions or 4 of if a natural provice has 6.

If the natural province has 10 regions, you need to control 6 (60%)
If the natural province has 4 regions, you need to control 3 (75%)
If there should be a natural province with 2 regions, you should control both (100%)

Always at least 51% of regions

The dificulty is increased, in case of provinces with 4,6,8 regions.

Also, if a province capital already exists under enemy control, then you must control that region before you can form the province. If the province has regions A, B, C and D, with D as the existing capital, then you must control region D as part of the 51% to form the province.
