If I resolve the melee with a unit (not the one with general) and break it, I can still transfer general to another unit.
Though this won't give the PoA bonus in 2 melee combats, it certainly can cover more ground with the cohesion test bonus.

If his unit fights (actually resolves a melee) he should not be able to move afterwards. I'm confirmed it's not caused by the ai mod.
