Russian War Effort

I'm playing a pbem game as the Allies, and I completely botched the defense of France. So my opponent was able to invade Russia in April 1940. Russian war effort stayed at 52% for several turns, and didn't jump up out of the 50s until September. Why did this take so long? Is Russian war effort dependent on the date in 1941? Or does it depend on when Russia actually enters the war? I think it should be the latter, but it doesn't appear that the game implements it that way. I'd appreciate any feedback.

Basically, while at peace the Russian war effort advances very slowly. Once at war it increaese faster, but it still takes time to reach full levels.

From what I recall, I believe the latest patch lets it increase faster so the Germans don't get too massive an advantage from an early invasion.

With the 1.06 patch, it took Russia 5 full months at war to get above 57% war effort, and I say that's pathetic. Are you saying that the 1.07 patch fixes this?

These rules are intentional. War Effort does not increase faster when in war insetad it is given a one time boost.

- When a country join the war it is given a one time boost to war effort % (this being inceased in the later patches)
- At a certain date there is a mobilization, a one time big boost to war effort %

Reasons for having the war effort climb per turn unlrelated to war status is, else everyone and their granny would DoW Russia in October 1941 i.e. the auto DoW to avoid giving Russia all these extra Production Points.

1.07 has cheaper subs and cheaper bombes to balance the strategy of invading Russia early 1941 and likewise Russia off-map production has beein inced a bit to compensate.

I think I understand what you're saying, but it just doesn't seem right to me to have war effort depend on the date. Historically, if Germany invaded earlier, Russian war production would have increased earlier. It's a simple as that. My opponent had no idea Russian war effort would be so sluggish and he still invaded in April 1941. The benefits for Germany are pretty substantial:
1. More time to pound on Russia before winter sets in.
2. More time to pound on Russia before the Western Allies invade.
From what I've seen, most players DoW Russia in fall 1941 because they aren't ready before then, not because they don't want to give Russia extra production for a few turns.
