Heavy Weapon POA

This came up in our game this week. In melee, Heavy Weapon negates enemy armor POA. We came up with 2 translations:

1) Treat enemy as "unprotected"

2) If enemy has "better" armor, treat as equal otherwise - no effect.

Is either of those correct?

The second.

If you have HW then your opponent cannot get the POA for better armour. If your troops have better armour than their opponents though you still get the POA (unless they have HW as well).
