How do we assign Specialisations?

This must be one of the stupidest questions I've ever asked, but how do I put Specialisations into my standalone user-created scenarios?
Look, I just tried to assign the torpedo improvements specialisation to the USA to see what bonus it gave to sub attacks, but when the game began the spec didn't show up at all, what have I done wrong?
PS- I swear I could do it when I last dabbled with Specs a few months ago, but not now. Perhaps 7.1.8 introduced a new procedure or something?

If you look on top part of your (first) pic:

- go to the "settings" tab
- in there is a big column "specialisations", next to climate settings
- it's usually empty, but there is a "+" button at the buttom
- when you click that you get offered to add specs, and can select for which country (flag icons)

The trigger part is mostly for checking what specs are/are not in use by the player, which can be useful in longer campaigns

Thanks Bebro I just tested it and it works, it gives torpedoes a very slight bonus, I'll do a post about it in my 'Submarine Warfare' thread later..
