Why are some Commanders stats empty?

For example this guy in the Editor seems to have no "plusses" at all.
No offence to him, but what use would he be?

My guess is probably as a commander for a fleet or custom scenario that doesnt grant bonuses so the ship isnt stronger than normal. In other words, basically for custom scenarios for "sink this ship" objectives, to distinguish from other ships of potentially the same unit.

Could be a couple of reasons:

- planned during the dev process, than things changed to use some other commander
- planned to appear in briefings only, so no stats needed
- oversight - though when he's not actually used in any scn it's probably rather one of the above

A number of the commanders were created just to be used as avatars for multiplayer users?
This 'empty' commanders are usually from the very early OOB days.
