Game won't launch after latest update

After the latest update I get a "Application load error 3:0000065432" when starting the game. I tried to reinstall the game, deleting options.dat file and downloading new options.dat file. Is there something else I could try to get the game working? I added output_log and DxDiag files to attachment. I'm running the game on windows 10.

Yes I'm using steam.

Uneducated guess: Try uninstalling and reinstalling again but this time, before you do so, delete your Settings folder in C:\Users\[your name]\Documents\My Games\Order of Battle - WW2.

That's usually a Steam issue.
Please check if Steam client is updated.

I checked steam and it's updated. I also deleted My Games/Order of Battle - WW2 folder and the problem is still the same.
