Reduced CC

I just completed a scenario by PBEM with a friend. About half way through I lost my CinC. Later I lost my second in command. Long story short, for much of the scenario, most of my units were "reduced CC". Is there any impact on those units other than losing the free quarter turn? Thanks.

Other than losing the extra general for a poa boost and the associated +1 CT modifier for being beside a general in close combat, no.
