Hey cunning, I wouldn’t take it that way, I think what was meant was even the sketchiest act by an individual merits an official “explain yourself before judgment” from the powers that be. I mean it’s possible ( not plausible) that the perp had a seizure, his cat or dog made the moves while he was in the John , his keyboard was full of spaghetti sauce from a dinner time mishap....
