Softcap mechanics

Probably was asked million times already, but how exactly this thing works?
I thought it's based on average unit value, but it seems it's not.

I am at start of USA East Coast scenario, game shows Soft cap: 44% and I have 2 empty core slots.
Then I buy 2 Volkssturm infantries, as they cost only 60 it's supposed to significantly reduce average unit value. But it does not, soft cap even goes down to 43% after that.

The average is based on the available slots not the actual deployed ones. So when you deploy the Volkssturm that slot goes from 0 to 60 in the average calculation.
