For ever the same price = 20 RP, if your engineer unit has a strength = 5 then you will lay a minefield with strength = 5

A long time ago there was a discussion on engineer strengths vs minefields.
Personally I think it is most interesting when the eng unit places a minefield with the same strength as the eng unit.
That means it is useful to bomb or barrage an eng unit about to lay a minefield in an out-of-reach sweet spot.
More options are good.

This is the case in the end except during the first round where the strength of the minefield is always at 10. It is only in the next turn that the minefield takes the same value as the unit that deposited it. The problem is that the price is invariant and you feel like you’re getting screwed if the minefield force is less than 10 because the price of a minefield is relatively high (20 RP).
2 solutions : either the price of the minefield is proportional to its strength or the price is invariable and the minefield will always have a maximum force. In the latter case, a limitation could be put in place : not being able to deposit a minefield if the force of the engineering unit is not maximum (?)

Yeah, that's a very old overlay error. Can also be observed when you "bombard" fire with your arty into the FOW. If you reveal the area afterwards on the same turn, the enemy unit's damage is not shown instantly/correctly, too.

But it's "only" graphical in nature; if you click on the unit, the correct HP value is shown in the UI info box (as seen in your screenshots).
