Campaign minor nation specs not available

I'm working on a custom campaign with Greek (!), British and Aussie core units.
For some reason the specialisations are not available, at least not when there are only Greek units in the scenario.
This campaign was made from scratch (not duplicated from an official campaign).
Not sure if I'm missing something or there is an issue with minor factions and specs.

What about the dates on the bottom of the Branches tab? Are they correct in conjunction with the scenario start date? Not the one in the scenario description but the Starting Date in Settings? What about the start date on the Specialisations tab which is missing in your screen print? I have noticed that as well in a couple of older campaigns that I have looked at but if the Branches dates are correct, they seem to do the job by themselves.

Nah, forget that. I just made my own mini-Greek campaign with appropriate dates and got the same results. Apparently Greece, and maybe other minor nations, do not qualify as belonging to "All" factions in specialistions.csv.

Sorry if this question may sound redundant, but when creating a campaign completely from scratch with the editor, do the specs with the "main" factions work okay?

Probably not...
In my example the British is part of the cores so the spec tab should work for them, but it is greyed out for all factions.

I have added this to the bug db.
