Boat improvements.

You can add a lot more improvements to boats than galleys or triremes. Is that worth doing or will they still be inferior? It would also cost a lot of resources.

I don't find myself building many boats, or even galleys. I try to "hold the shores" until I can build Trireme's. Those ships are so much better. Also, the stats of attack = 5 and defense = 3 really encourage being the aggressor. Now, besides just improving base stats, or adding a lot more improvements as you suggest (which could be good), two other thoughts to make the navy game a bit more interesting: make a heal order of boats much faster than galleys much faster than triemes and/or adjust costs of boats relative to galleys relative to triemes such that you might just make a fleet of "sniper boats" to take out the "battleship trieme" depending on exact tactical situation, resource balance, etc.

Very interesting thoughts. I like them. it's logical to think that you could repair a small boat quicker than a large one.

Ditto. A good Galley is pretty much doomed when meeting the lowest of Triremes and so unless they are operating out of visibility of the enemy then it's a waste of resources. Given that Trireme's can patrol a huge area then if your boats and galley's are seen then they, along with their cargo, are fish food.
