How to create Fortresses along Atlantic Seawall?

The 1944 Scenario has fortresses along the Atlantic Seawall. How can these be "built" if we choose a pre-1944 scenario?

Unfortunately. fortresses can't be built during play. They can only be placed in pre-scenario setup.

I would love to see this added to the wish list. If the Russians can build forts for the 1943 and 1944 scenarios, then all sides should be able to build them whenever they want. They should be expensive and take many turns to complete, but it would be nice to be able to build them in key places. Maybe you start by placing an incomplete fort in a hex, then it gets worked on little by little every turn until it's finished.
