Will we could toggle the different expansion mosaic art works(DLCs) on the main menu in the future?
Like the Total War Rome2,I think that's good,I wanna use dlc Legions Triumphant's mosaic art work as my main menu's background,I really don't wanna see those two naked men(original main menu background).

AFAIK the engine draws this image from one place and it cannot be changed with DLC without changing it for ever. The thing is that when you first load the game, you're not in any particular DLC. You're just in the FoG base game. DLC isn't loaded until you load a scenario/campaign or choose a particular module, by which time the mosaic is covered up by UI.
Besides, the images you're asking for haven't been created. The mosaics you see in marketting images are all we have.
Does partially clothed count as naked these days? Good job we chose Romans and Sabines instead of Greeks.

If you copy them from a website somewhere you're free to do what ever you want to the base games background images (though please make a backup first) .. but we never created unique images for the DLC because they can't be used in game in the way you suggest. Doesn't matter that you own the DLC, the images you want just do not exist.
If you really want to edit the background images yourself ..
Data\UI\Textures ...
BgdGreen.dds - the Green background
BgdLogo.dds - the FoG Logo
BgdMenuBox.dds - the Menu Box
BgdStoneBar.dds - The horizontal stone bar used in utility screens
BgdStoneBar_Drk.dds - the horizontal stone bar used for the first / main menu screen
BgdVignette.dds - the the vignette overlay
BgdWreath.dds - the the wreath
BgdMosaicFullLeft.dds - the left side mosaic colour
BgdMosaicFullLeft_N.dds - the left side mosaic normal map
BgdMosaicFullRight.dds - the right side mosaic colour
BgdMosaicFullRight_N.dds - the right side mosaic normal map
BgdMosaicHalfLeft.dds - the faded version of the left hand mosaic for utility screens
BgdMosaicHalfLeft_N.dds - the normal map for faded version of the left hand mosaic for utility screens
BgdMosaicHalfRight.dds - the faded version of the right hand mosaic for utility screens
BgdMosaicHalfRight_N.dds - the normal map for faded version of the right hand mosaic for utility screens
They are all separated like this so the images move relative to one another at different resolutions and aspect rations without stretching.
The normal maps are to provide the lighting effect when moused over
Make sure you back them up before editing any game related files.
