I installed the base game and I'm trying to install custom scenario's and none show up. I'm following previous threads on installation but I'm thinking I'm being forced to pay to play? That is fair after all but I'm wondering if its possible to install the custom ones w/o DLC.

depends on the custom scenario's, most makers will or should say if one is needed or not, if they don't say, just comment on there post / page and they who make it will alter it so others don't fail too, sorry about this, but yes if it doesn't work, then it's needed, not all custom scenario's will work with the base game only, unless stated, and modders aren't part of the developer so not there fault either so it's not pay to play either, just a modders error or lack of explaining

This is a very good question though. The stock answer is, I believe, that you need to own at least one DLC to play custom campaigns and scenarios. However, let's say you wanted to play Erik's Desert Rats campaign. Do you need to own Sandstorm in order to do so? Think about the climate, terrain, and units that were introduced with Sandstorm and that Erik uses those, of course, in his custom campaign.
My thinking is that you would need to be patched up to version 6.1.9 in order to have access to those new climate, terrain, and units but that you would not actually need Sandstorm to play Desert Rats because the game itself contains those features, not Sandstorm. However, I think they do require you to pay for at least one DLC of any kind in order to play custom stuff.
Can anybody confirm this?

Yes the multiplayer/pbem definitely requires owning at least one DLC.
