Wheeling during a charge

Hi,
During a game last night a point came up. There were two units facing each other in parallel lines within the restricted area. One player then declared a charge and wheeled his his line so that his angle of charge would permit him to contact another battle group, not directly infront of him, should the original target of his charge evade. On page 76 it says you cannot do that if in a restricted area for normal movement only. Is a charge for which you have control of classed as normal movement and if so and it starts within a restricted area do the rules concerning movement on page 76 apply?

Restricted area on applies in the Movement phase.

You also need to bear in mind -
1) That the wheeling may not be done beyond the point where the potential evaders would be contacted (because the charge path direction declaration cannot assume the evade)
2) The direction declared must not end up with fewer potential bases contacting the targets than the straight ahead charge.
