How does one accumulate CPs. Not clear in the manual. Search didn't come up with anything, so sorry if this has been previously discussed.

CPs are assigned by the designer at scenario start and/or during a turn or as a trigger/event.
They can't be purchased.

Some specialisations add a minor amount too, so check out out the various effects of different specs, but the bulk is from scn design, as Erik said.
