Finally I managed to catch this bug which almost drove me crazy in the beta of sandstorm when I had 3 units of reco.
I have created a small sceanrio with only one unit of reco.
- Step 1 : trying to cross the river :

It's because the recon has 2 "steps", so after the first move it has a "step" left but not enough MP left to make a valid move for it's second step.

The problem is, the MP to make a valid move is variable depending on bridges/zocs/etc whose status can change during a player's turn.

If it has zero MP, then you don't get this issue.

So far, it's just been far too complicated to design a fix compared to the pain caused :) (and yes, I do find it irritating myself, but I can see how it's a risky thing to prioritise)
