I changed the tree texture, but not the tree size (that I'm aware of). I changed the amount of trees (max amount 117 to 50) for both grass and plain tiles. Frisiavones added. Not the same as Frisii. they did not had much in common with the Frisii North of the rivers. But even the Romans confused them sometimes because of their names.

Actually I had one crash on load and I find it out myself (there were 2 -- in front of one of the custom tribe colors. That's all.

I have lot's of empty space in the East in Germania Magna region so I decide to create another 4 ancient German tribes.
Bructeri, Ampsivarii, Eburones (Celt tribe, Maybe) and the Sicambri.
That brings the total of 16 custom tribes for the Holland scenario

I'm showing you now that last 5 tribes I added today that makes the map and tribes complete and the total amount of 17 tribes to choose from in the Holland scenario.
Those are all German (some Celts) tribes in the East of the map.

Btw. have you also played with the heightmap? I know that Holland is almost flat, but heightmap is not just about mountains but also about uplands, etc.

I have some scenarios in mind. One can be to start as every smaller tribe and try to defeat the Rome occupation.
You can also start as Rome and try to conquer the Frisii in the North. To play as any of the Eastern Germany tribes to help Rome or to help the native tribes.
I also have some specific scenario's in mind. Like the Batavi uprising and the war against the smaller native tribes (Tencteri and the Usipetes) to see if you can managed them to survive against Rome. In real they were wiped from the map by them.
But I also think people should be able to play the map how they like. I will see if I can add some smaller events or objectives for the smaller nations.
I have to look into this at all, I was not experimenting with this yet.

Can the scenario designer determine who is allied with whom at the start? In the example I gave, could you have all tribes south and west of the Rhine in confederation with, or brothers in arms with, Rome, and all others similarly allied against the Romans?
I have no idea about these things. One interesting idea, maybe you already have it, is to give Rome only a few strategically placed cities, for instance at bridges over the Rhine. No land other than the cities, to represent Roman garrison locations. All the land around the Roman cities would be owned by some allied, confederated tribes allowing supply for Roman troops. Other tribes of course would be enemies of Rome.
Many ways you could set things up, I guess, if the editor allows all those types of variations (or perhaps the script files).
